Forging Our Path to a Stronger Manitoba Manitoba Stronger Together's Policy Platform for the 2023 Provincial Election


 

10. Emergency Planning and Public Health Emergencies in Manitoba At Manitoba Stronger Together we prioritize the safety and well-being of Manitobans during emergencies and public health crises.

Our policy advocates for empowering the Emergency Measures Organization (EMO) with the primary responsibility to handle all types of emergencies in Manitoba, including public health emergencies. By emphasizing the importance of locally-led emergency response we aim to ensure effective coordination, training, and decision-making during times of crisis.

Policy Objectives:

  1. Legislate Emergency Measures Organization To Lead: We will legislate that the Emergency Measures Organization is the lead agency in handling all emergencies in Manitoba. We recognize EMO's expertise in analyzing and setting objectives for various emergencies, they will ensure a well-coordinated and efficient response.

  2. Empower Emergency Measures Organization: EMO will take the lead in emergency response while Public Health will act as advisors during public health crises. Decision- making authority will reside with EMO as they ensure a comprehensive and integrated approach to emergency planning and response.

  3. Reinstate Targeted and Terminated Members: We will reinstate any members of the Emergency Measures Organization who were targeted and terminated due to Covid-19 policies. This reinstatement will bolster the organization's capabilities and ensure continuity of expertise, and empower the integrity of the organization.

  4. Strengthen Cooperation with Provinces and Federal Government: Our policy advocates for partnership with other provinces and the federal government in emergency planning and response. Collaborative efforts will enhance resource sharing and response capacity during large-scale emergencies.

  5. Training for Public Officials: All public officials, upon taking office, will undergo mandatory training in the responsibilities and hierarchy of emergency measures. This training will foster a comprehensive understanding of emergency planning and response protocols.

  6. Ground-Up Approach to Emergency Response: We will prioritize a ground-up approach to emergency response thereby ensuring that decisions are made at the provincial level to best address the unique needs of Manitobans. This approach will foster resilience and adaptability in the face of emergencies.

  7. Protecting Sovereignty and Citizen Safety: Manitoba will assert its sovereignty and maintain the safety of its citizens by not permitting outside or international agencies to dictate emergency responses. We will safeguard our autonomy in handling emergencies to protect the well-being of our residents.

  8. Objective Definition of an Emergency: Collaborating closely with the leadership of the Emergency Planning Organization (EMO), we are steadfast in our commitment to establish a clear and objective definition of what constitutes an emergency within the context of Manitoba. Our Policy Statement underscores the necessity of moving beyond subjective interpretations that can be susceptible to manipulation by political agendas or external influences. The events surrounding the pandemic have highlighted the urgency for a comprehensive and well-defined understanding of emergencies that accurately reflects the concerns of Manitobans. By fostering a transparent and inclusive process, we seek to ensure that emergency responses are grounded in the genuine needs of our province, guarding against undue influence and fostering a more effective and accountable approach to managing critical situations.
